POSITION DESCRIPTION

 

POSITION TITLE:                          GENERAL MANAGER

DOT IDENTIFICATION:              163.167-022

 

I.        POSITION SUMMARY

This position is the chief executive officer of LUB.  In that role, the position is responsible for planning, organizing, coordinating, directing, and controlling all aspects of LUB.  The position provides advice and assistance to the Board of Directors on matters of corporate policy while keeping the Board advised of key operational matters.

 

II.        REPORTING RELATIONSHIPS

A.        Reports to:      Board of Directors

B.        Supervises:      Director of Administrative Services, Director of Accounting & Finance, Director of Engineering, Superintendent of Electric Operations, Director of Engineering and Operations – Water and Wastewater Department, and Information System Specialists

 

III.       RESPONSIBILITIES AND AUTHORITIES

A.        Performs the following activities unique to this position:

1.         Pre-determines a course of action for LUB through consultation with staff and with selected consultants.  Reviews studies, forecasts, and budgets, and develops strategies and operational policies to achieve established objectives.

2.         Develops, generates, and maintains team spirit and enthusiasm throughout the organization by appropriate delegation, communication, recognition of accomplishments, job enrichments, training and development, counseling, and advancement according to merit, interest, and ability.

3.         Ensures progress toward objectives by establishing a reporting system that allows staff members to discuss problems, attitudes, and needs and compares performance with plans and standards.

4.         Consults and advises the Board on matters pertaining to policies, plans, and programs, the need for facilities, financing, operating requirements, and other areas as required.  Keeps the Board informed on end results of the operations and carries out approved policies.

5.         Participates in meetings outside LUB and serves on committees when in the best interest of LUB.

 

 IV.      EXTERNAL RELATIONSHIPS

A.        Customers:  Provides advice and assistance and responds to questions and concerns to assure high quality service.

B.        General Public:  Provides advice and assistance and represents LUB.

C.        Public Officials:  Represents LUB.

D.        Member Associations:  Represents LUB, serves on committees, and promotes the best interest of LUB.

E.         Other Utilities:  Confers and shares experiences and cooperates in conducting surveys, etc.

F.         Community Civic Groups and Schools:  Promotes the policies and objectives of LUB and promotes conservation and the efficient use of energy and water.

G.        TVPPA, APPA, TMEPA, NRECA, AWWA, and other professional associations:  Participates in meetings, serves on committees, and carries out other assignments.

 

V.        PHYSICAL REQUIREMENTS OF THE POSITION

A.        Physical Activities.

1.         Reaching:  Extending hand(s) and arm(s) in any direction.

2.         Standing:  Sometimes required for sustained periods.

3.         Walking:  Moving about on foot to accomplish tasks.  Sometimes requires walking long distances.

4.         Fingering:  Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.

5.         Grasping:  Applying pressure to an object with the fingers and palm.

6.         Feeling:  Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

7.         Talking:  Expressing or exchanging ideas using the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

8.         Hearing:  Perceiving the nature of sounds with or without correction.  Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.

B.        Physical Requirements.

Sedentary Work:  Requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body.  Sedentary work involves sitting most of the time.  Walking and standing are required only occasionally.

C.        Visual Acuity.

Clerical, Administrative, Inspection, Terminal Operators:  Those whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, visual inspection involving small defects, small parts, operation of machines, using measurement devices, assembly or fabrication of parts at distances close to the eyes.

D.        Working Conditions.

1.         Inside:  Subject to inside working conditions.  Protection from weather conditions but not necessarily from temperature changes.

2.         Outside:  Not substantially exposed to adverse environmental conditions.

 

SPECIFICATIONS

 

GENERAL MANAGER

 

EDUCATION

Position requires the application of management skills in the areas of planning, budgeting, supervision, and administration.  These are normally obtained through the completion of a four-year degree in business administration or related field.

 

EXPERIENCE

Several years of progressively responsible experience in utility management.  Senior management experience should include exposure to professional, technical, and administrative aspects of utility management.  Experience working in the Tennessee Valley and with the Tennessee Valley Authority (TVA) is preferred.

 

JOB KNOWLEDGE

Should have a knowledge of utility financing and an understanding of basic electricity and water systems.  Must be familiar with the legal and political issues on the local, state, and national level.

 

ABILITIES AND SKILLS

Should have demonstrated ability in the application of management techniques to produce the fullest utilization of all resources available.  Excellent oral and written communication skills.  Must possess a valid Tennessee driver’s license.

 

WORKING CONDITIONS

Irregular hours, nights, weekends, and holidays are required.

After an offer of employment, a physical is required.

This position has been designated safety sensitive.  Employees in this position are subject to pre-employment, periodic, reasonable cause, post-accident, and random drug testing.
