Appalachian Electric Cooperative is proud to be leading the effort to help folks take advantage of the benefits of solar power and join with others who are supporters of clean, renewable energy.

Community-based solar power is an idea whose time has come, according to AEC General Manager Greg Williams: “It’s all about leveraging the economies of scale to improve affordability. Our ‘Co-op Community Solar’ program will make it possible for our residential and commercial members to reap all the benefits of solar generation—including both cost-effectiveness and environmental sustainability—without having to hassle with the challenges involved with installing photovoltaic panels and the ongoing maintenance costs required to keep them performing at maximum capacity. It’s also a powerful feeling to be a part of something with positive environmental impacts that extend much farther than those of any single individual.”

Construction work will begin this fall on a 1.373-megawatt community solar facility to be located on a seven-acre site adjacent to AEC’s New Market Substation, just off of Highway 11E. It will feature a total of 9,468 photovoltaic panels, each of which will be rated at 145 watts. The project is scheduled for completion in late 2016 and the facility is expected to generate 1,804,000 kilowatt-hours in the first year of operation. Based on average residential kWh use by members throughout AEC’s service area, Co-op Community Solar will produce enough clean, renewable energy to supply all the power needs of approximately 115 homes for an entire year.

The new initiative is made possible in part through a grant provided by the Tennessee Valley Authority, and is one of only two pilot programs to receive this funding in the entire Valley region. The Cooperative will be relying on Knoxville-based contractor ARiES Energy for project construction and will turn to the National Renewable Cooperative Organization to assist with project management.

Project costs will be fully funded through revenue generated via a purchased power agreement with TVA. There will be no impact to AEC’s retail rates as a result of Co-op Community Solar.

“This is one of those concepts that just makes so much sense on many different levels,” says Williams. “By coming together as a community of co-op members to support solar generation, cost per watt will be less than for an individual installation and energy output is maximized. Plus, the benefits of community solar are available to those who rent or homeowners whose properties are shaded or whose roofs are not well-suited for the installation of solar panels. Here at the co-op, we are really eager to bring this resource to these folks.”

During the first quarter of 2016, AEC will begin rolling out a marketing plan that will address participation costs and other specifics of how members will be able to take advantage of Co-op Community Solar. At that time, details will be provided so that interested members learn what’s involved in subscribing and how they can benefit.

TVA’s Renewable Energy Solutions Senior Manager Neil Placer said his team will be working with AEC to structure Co-op Community Solar in such a way as to engage AEC members: “Our goal is to support the kind of innovative approach to community solar generation that gives local people multiple ways to participate.”

An additional goal for the program—and it’s a very important one, according to Williams—is member education. “An area at the site will be dedicated to helping folks understand how solar power works and why renewable energy in general is such an important future generating source,” he says. “We’ll be partnering with local schools to develop a space that can be used to help educate the next generation of co-op members.”

Williams notes the significance of announcing the initiative at the co-op’s 75th annual meeting: “A milestone anniversary is naturally a time when you stop to reflect on the accomplishments of the past, and we certainly enjoyed celebrating AEC’s rich heritage. But there was something very special about being able to share this exciting news with our members. They’ve turned to us for safe, affordable, reliable electric power for three-quarters of a century. As we head toward the 100-year-mark, we’re fully committed to finding new ways to continue to add value to their lives.”

Your alarm goes off and you get out of bed. You go outside and grab the morning paper. You sit down at the kitchen table to read your paper while enjoying a glass of juice and some toast. After breakfast you head down to the local hardware store to pick up supplies to tackle your weekend to-do list.

For many Americans, that simple morning routine would bring them in contact with at least five different cooperatives.

That alarm could be powered by electricity from one of Tennessee’s 23 electric co-ops. The paper is likely filled with stories from the Associated Press. The juice might be Sunkist, Ocean Spray or Florida’s Natural. The butter on your toast could have been processed by one of several dairy co-ops, including Dairy Farmers of America or Land-O-Lakes. If the local hardware store is a True Value, Ace or Do-It-Best, then it’s part of a co-op, too.

If you’ve been a co-op member for long, you’ve probably heard these examples before. What you might not realize is that this time-tested business model has been rediscovered by a new generation of Americans who appreciate doing business with locally based organizations that put people ahead of profits.

Co-ops are experiencing a surge in popularity. Today, it is estimated that one in three Americans is a member of at least one cooperative. America’s electric cooperative network now serves 42 million Americans. In 2014, America’s credit unions surpassed 100 million members.

In addition to the growth of true cooperative organizations, there has been a surge in the popularity of other funding and business models that feature many of the same traits as cooperatives.

Websites like Kickstarter and GoFundMe allow large groups of people to pool small contributions to achieve a larger goal. Though groups raising money through these sites aren’t cooperatives, it’s clear that an increasing number of people are seeing the value of working together and pooling resources to improve their communities.

The benefits of being a member of your electric co-op go far beyond the warm fuzzy feeling we get from supporting a local business and keeping our dollars in our communities.

As a not-for-profit cooperative, our sole mission is to ensure you have safe, reliable and affordable electricity when you need it. We aren’t in business to make a profit, we aren’t trying to get elected to public office and we don’t have a hidden agenda. Our job is to look out for you and your fellow co-op members.

That’s important to keep in mind in as we go through an unprecedented period of transition in the energy industry.

The coming years are likely to bring many changes to the way our nation generates, delivers, stores, consumes and regulates energy.

When an industry goes through a change of this magnitude, there will be many interest groups vying to influence policy and advance their agendas. As that process unfolds, there will only be one group that’s truly acting as the voice of energy consumers, and that’s America’s electric cooperatives.

We don’t know exactly what the future holds, but you can rest assured knowing that your electric co-op – and more than 900 other not-for-profit electric cooperatives across the U.S. – will be working hard to ensure your voice is part of the conversation. And that’s the cooperative difference.

Co-ops are all around us.

So how did you spend your day? Chances are cooperatives were a big part of it from dawn until bedtime. Take a moment to read this quick overview of how co-ops might be impacting you every day.

Your morning orange juice might have come from Florida’s Natural, a producer-owned cooperative based in – you guessed it – Florida, but distributing throughout the U.S. If your morning coffee came from Equal Exchange (www.equalexchange.coop), you get bonus points because they source their coffee from farmer-owned co-ops in developing countries, and they are a worker-owned co-op. If you like milk in your coffee or cereal, check this out: more than 86 percent of all fluid milk flows through a co-op!

The wheat in your muffin or toast was most likely processed through a farmer-owned grain elevator in the Midwest. If you had cranberries in that muffin, they likely came from Ocean Spray, or maybe you used Land O’Lakes Butter or Welch’s Concord Grape Jam – all producer-owned co-ops that make the products we love on our toast.

After that big co-op breakfast, it is time to start the day. Working parents might drop off their young children at one of the over 1,000 pre-school co-ops that operate throughout the U.S.

Perhaps this is the day to make some improvements to your home. Ace Hardware, True Value and Do It Best are all examples of purchasing co-ops. These are small businesses that come together to form a co-op so that they can compete with big box retailers that are not owned by people in the local community.

You might need to stop by the credit union for a loan or pick up some cash for that home project from one of their 25,000 ATMs in their network. More than 100 million people in the U.S. are members of a credit union, and yep, you guessed it, credit unions are co-ops.

On your way home, you may stop at one of the 300 community-owned cooperative grocery stores in the country. Many of the meat products and vegetables are also sourced from co-ops. If you are in a hurry, maybe you swing by KFC, Taco Bell or Pizza Hut to pick up dinner. The franchise owners of these fast food restaurants are all members of a purchasing co-op, just like the hardware stores above. So are the owners of Dunkin Donuts and many other franchises.

After dinner, perhaps you are watching TV from one of the more than 1,000 small cable companies that serve rural America that have come together to form a co-op that helps keep costs as low as possible. Or maybe you are surfing the Internet through services provided by your local telecommunications co-op.

Travel plans? If you are on a business trip or vacation and staying in a Best Western – that is also a purchasing co-op!

And when it’s time for “lights out,” you can flip that switch knowing you’re receiving safe, reliable electricity from one of Tennessee’s 23 electric cooperatives. From morning until night, you can have a very cooperative day.

Across the U.S., cases of fraud and identity theft are at all-time highs. In 2014 alone, there were over 40,000 cases of phone- or utilities-related fraud, or 118 cases every day. Energy scams are becoming more sophisticated and prevalent, and it’s possible for anyone to be tricked by them. The best way to stay safe is to be aware of some of the common ploys, be suspicious of free energy claims and to contact your electric cooperative if anything seems amiss.

Phone scams

In summer of 2012, thousands of consumers from coast-to-coast, including members at electric cooperatives, fell prey to a telephone scam promising bogus help with energy bills. The criminals claimed that President Obama had authorized a special federal program to pay electric bills. Then, they asked each victim to provide personal information, such as a bank routing number or a Social Security number to receive the payment. Although this particular scam has run its course, scammers are always coming up with new stories to steal consumers’ personal information.

Email

We’ve all come to realize that today is not the day a Nigerian prince gives us his fortune, but many people don’t realize how much more sophisticated scam emails have become. Many of these emails will mimic emails from legitimate sources and contain personal information such as your name, address, bank name and more. Unfortunately this information is not difficult to find and can make otherwise sensible people send back sensitive information or click a link in the email. If you open an email that you suspect is a scam or asks for private information, you can always call your utility to confirm its authenticity. Just don’t click the link first.

Door to door

Even in the digital age, there are still scams being perpetuated face to face. Typically these scams target the elderly or people who may not speak English well, who may be easier to intimidate. Claiming to be from the utility (or associated in some way), they will tell you that something is wrong (bill past due, equipment missing or broken) and that you need to pay them money immediately or be disconnected. Electric cooperatives do not demand payment like this in the field and do not go to a member’s house unless there is a scheduled appointment. Again, if you want to check if the person at your door is a utility employee, call your electric cooperative.

Product scams

We’ve all been taught that if it sounds too good to be true, it probably is. This is almost always the case with “miracle” devices that claim to reduce energy use without providing a sensible explanation for how they work. In May 2008, the Texas Office of Attorney General took legal action against a firm offering what it called the Xpower Energy Saver or Mega Power Saver – a $300 small gray box that plugged into an electrical outlet at your home and promised to cut electric bills by 10 percent. Testing by the University of Texas in Austin revealed these devices couldn’t deliver their promised savings. In addition, the lab revealed that the products are, in reality, ordinary capacitors. Capacitors are regularly used by electricians, and they can be purchased for less than $20. While this gadget is now off the market, you can be sure that similar products will spring up to take its place.

Avoid energy scams with these tips:

  • Always guard your personal accounting and banking information, and never share this information with family, friends or strangers.
  • Remember – your electric cooperative will NEVER call and ask for sensitive personal information over the phone.
  • Only use methods authorized by your electric cooperative to pay your bills.
  • Cooperative employees visit a home only in response to a service request. If a service call has not been scheduled or requested, do not allow the person to enter your house.
  • When an employee does respond to a service call, check identification and make sure the service truck is clearly marked with the proper logo.

By following these steps, you can avoid falling for many common energy scams, and if you are looking to save money on your energy bill, or understand your bill better, contact your local electric cooperative. They can help you find real ways to save.

After working in a field on a neighbor’s farm, Jim Flach parked his equipment and stepped out of the vehicle. Sadly, Jim did not realize his equipment was touching an overhead power line, and he became a path for the electrical current as he placed his foot onto the ground. Jim received a severe electric shock that ultimately resulted in his death a few months later. Safe Electricity urges farmers to take the proper precautions when working around power lines.

“The rush to harvest can lead to farmers working long days with little sleep,” cautions Kyla Kruse, communications director of the Energy Education Council and its Safe Electricity program. “It is important to take time for safety. Before starting work, make sure to note the location of overhead power lines.”

To stay safe around overhead power lines, Safe Electricity urges farm operators and workers to:

  • Use a spotter when operating large machinery near power lines.
  • Use care when raising augers or the bed of grain trucks around power lines.
  • Keep equipment at least 10 feet from power lines — at all times, in all directions.
  • Inspect the height of farm equipment to determine clearance.
  • Always remember to lower extensions when moving loads.
  • Never attempt to move a power line out of the way or raise it for clearance.
  • If a power line is sagging or low, call your local electric cooperative.

If contact is made with a power line, stay on the equipment. Make sure to warn others to stay away, and call 911. Do not leave until the utility crew says it is safe to do so. The only reason to exit is if the equipment is on fire. If this is the case, jump off the equipment with your feet together, without touching the ground and vehicle at the same time. Then, still keeping your feet together, hop to safety as you leave the area.

Some additional safety tips from Safe Electricity include:

  • Do not use metal poles when breaking up bridged grain inside and around grain bins.
  • Always hire qualified electricians for any electrical issues.
  • Do not use equipment with frayed cables.

“You need to double check, even triple check, to see what is above you,” says Marilyn Flach, Jim’s widow. His son Brett adds, “Be conscious of your surroundings. You need to keep your eyes open and beware of overhead lines.”

“I’m very proud of the work we produce at TECA,” says Robin Conover. “There are some very good communications programs among the electric cooperative statewide associations. We push each other to do our very best work.”

The 2015 Willies Awards (named in honor of “Willie Wiredhand”) were presented during the SEA Institute, held Aug. 1-5 in Portland, Ore. The annual competition drew more than 300 entries from 23 cooperative publications nationwide.

NASHVILLE, Aug. 3, 2015 – The Tennessee Electric Cooperative Association, an organization representing Tennessee’s not-for-profit, member-owned electric cooperatives and the more than 1.1 million homes, farms and businesses they serve, made the following statement about the Environmental Protection Agency’s final Clean Power Plan rule.

“We are disappointed that the EPA continues to ignore the burden these regulations will have on Tennessee families and businesses,” says David Callis, executive vice president and general manager of the Tennessee Electric Cooperative Association. “We will continue to advocate for a solution that strikes a balance between a healthy environment and a healthy economy.”

“The EPA rule fails to consider the impact to electric rates and reliability. That’s a risky move,” says Callis. “Affordable and reliable energy is critical to Tennessee’s economy, and any regulation that overlooks that fact is incomplete and ill–advised.”

“The modifications to the Clean Power Plan accelerate the pace of emissions reductions and discounts the efforts that have already been made,” says Callis.

In 2014 Tennessee’s electric cooperatives coordinated a grassroots campaign calling on the EPA to ensure that affordable and reliable energy was protected. More than 14,000 electric consumers in Tennessee responded during the EPA’s comment period on the Clean Power Plan.

UPDATE – TECA has learned that the EPA will allow TVA to count new generation from Watts Bar nuclear plant toward state CO2 emission reduction requirements. TECA and NRECA will continue to monitor the plan and evaluate the impact it will have on Tennessee co-op members.

Some 25,000 people attended the 2015 Lions’ Club Super Pull of the South in Chapel Hill on Friday and Saturday, July 24 and 25. The event was sponsored by the Touchstone Energy Cooperatives of Tennessee and TECA.

More than 70 volunteers from eight of Tennessee’s 10 Touchstone Energy Cooperatives volunteered to make the event a success. Each participating co-op as well as TECA and The Tennessee Magazine had displays set up and greeted co-op members from across the state. The Touchstone Energy hot air balloon team flew over the stands with the American flag during the opening ceremony and gave tethered rides each evening.

“The Chapel Hill Lions Club was extremely appreciative of Touchstone Energy and TECA sponsorships and the involvement of the electric co-ops. It was a record-setting event with huge crowds each night,” says Steve Oden, director of member services for Duck River EMC. “Thanks goes to the more than 70 employee volunteers from eight Touchstone electric cooperatives who helped make the brand shine.”

“It was great to see so many of our co-ops work together on this event,” says David Callis, executive vice president and general manager of the Tennessee Electric Cooperative Association. “The partnerships between Touchstone Energy, participating co-ops and TECA allowed us to have a presence and reach our members in ways that no single co-op could have done. We hope this is the first of many opportunities for co-ops to partner and tell our story.”

The energy industry is in the midst of an unprecedented period of transition. As this energy revolution unfolds, a modern, interconnected and reliable electric grid has never been more important.

In April, Elon Musk, the charismatic billionaire CEO of Tesla, introduced a new lithium ion battery called the PowerWall. In typical fashion for this brash tech entrepreneur, Musk paints a rosy picture of a future where homeowners disconnect from the power grid and meet all their power needs through a combination of rooftop solar and battery storage.

It’s exciting to imagine a future where renewable energy systems will allow us to generate and store electricity in a reliable and cost-effective way. Though there are many working hard to realize that goal – including electric cooperatives – it is still a long way from reality.

Unlike gasoline or propane, electricity is a form of energy that is difficult to store in large quantities. Batteries can hold enough energy to power small devices for moderate amounts of time, but current battery technology cannot practically and economically store enough energy to power larger items like appliances and TVs for longer durations.

We don’t know when the cost, size, quality and reliability of battery storage will improve to the point that it becomes a viable option to help meet our energy needs. If/when that happens, it has the potential to transform countless aspects of our lives, from our smartphones to our cars to our electric system.

The lack of a viable option for large-scale energy storage creates another challenge for power companies. Electricity supply and demand must always be perfectly matched.

If you’re a farmer, imagine what your job would be like if you couldn’t store your product – not even for a short period of time until a truck could come to pick it up. Imagine if the grain you grow or the milk your cows produce had to instantly go from harvest to consumption. Lastly, imagine that the demand for your product never stops and varies wildly throughout the day, but you always had to produce the exact right amount with no shortages or overages. That’s what electric cooperatives do every day to keep the lights on.

To meet this challenge, power companies rely on a complex and interconnected electric grid to deliver power to homes and businesses across America the instant that it’s needed. The electricity powering the lamp that you’re using to read this article was generated a fraction of a second before it was delivered to your home – most likely at a power plant far away from where you live.

These same challenges are true for people who want to generate electricity at their homes or businesses through technologies such as solar panels, small wind turbines and manure digesters that produce methane.

It’s unlikely that the amount of available sunshine, wind or manure is always perfectly matched to your immediate energy needs. Sometimes the sun is shining brightly when nobody is home, but most people still want electricity after the sun goes down. That’s where the electric grid comes into play.

By staying connected to the electric grid, your home is part of a larger system. You can usually feed extra energy back into it when you don’t need it, but more importantly, the grid is there to make sure you always have enough power when you need it.

In addition, the interconnected nature of the grid means that when there’s a problem with a generator on the system – whether that’s a homeowner’s rooftop solar array or a large power plant supplying energy to hundreds of thousands – there are plenty of other generation resources available to step in and quickly meet the need.

In some ways, the electric grid is the ultimate example of a cooperative. Every power company, from electric co-ops to investor-owned utilities to government-run systems, must work together across state lines to ensure there is always enough energy to power our lives.

Electric cooperatives are leaders in the renewable energy revolution. Three of the top four solar utilities in America are electric cooperatives. The vast majority of wind turbines in this country are built in rural areas served by cooperatives. In fact, America’s electric cooperatives support an entire team of researchers who work on issues related to renewable energy, power reliability and future technology.

Great leaders always look to the future but remain grounded in practical reality. Great leaders look out for everybody they serve and strive to ensure their actions will serve the greater good. These are the same qualities that make electric cooperatives special. Though our nation’s energy future is uncertain, there’s no doubt that America’s electric cooperatives are helping to write it – and doing so with our members’ best interests driving every action we take.

With rate changes due to annual programming cost increases, Fayetteville Public Utilities’ (FPU) Telecom Department continues to show steady growth and sustainability in customer retention.

“The cable and Internet industries receive a lot of “churn” due to cable or satellite dish contracts and customers’ relocations, but what continues to be FPU’s best-selling point is the quality of service we provide our customers 24 hours a day,” says FPU’s CEO and General Manager Britt Dye. “We work with residential and commercial customers every day to offer the best solutions for their telecom needs.”

Because FPU has a unique position in the industry of providing multiple utility services, customers who apply for new utilities and live in a serviceable area for the utility’s telecom services are most likely to choose FPU as their cable, Internet, and phone service provider above other competitors.

FPU’s Telecom Department continues to plan for future telecom expansions in rural county areas in order to reach residents who do not have access to high-speed Internet service. In many of these areas, FPU is able to offer fiber-to-the-home service. FPU also continues to expand its EPON (Ethernet Passive Optical Network) service to local commercial and industrial customers to offer greater bandwidth for business applications.

(ARLINGTON, VA.) — David Callis, executive vice president and general manager of TECA, was joined by Appalachian Electric Cooperative Manager Greg Williams and North Georgia Electric Membership Corporation Manager Katheryn West today in a meeting with White House officials in Washington, D.C., to discuss recent progress and potential collaboration on efficiency and renewable energy development. The Tennessee co-ops were among 30 cooperatives invited to attend the meeting with officials from the White House Rural Council and the USDA’s Rural Utilities Service.

“We had a productive conversation about how we can build the value of current federal programs and find more opportunities to bring the benefits of new efficiency and renewable energy technologies to our members,” said Callis.

Nationwide co-ops have been rapidly adding renewable energy capacity to the rural electric grid.  The nation’s more than 900 co-ops own or purchase about 16.5 gigawatts of renewable capacity and plan to add 2 GW of capacity in the near future. Cooperatives lead the nation in the development of community solar energy.

In addition to renewable energy development, co-ops are pursuing energy efficiency programs and innovations to help members reduce their bills. TECA is working with its member co-ops to develop a loan program to assist low-income homeowners with efficiency improvements. Tennessee co-ops view efficiency as a key component in a broader strategy to meet the challenges of growing electricity demand and rising costs.

Three hundred rising seventh and eight graders from across the state of Tennessee are exploring the world of energy, electricity and the basic sciences at the 2015 4-H Electric Camp. While visiting the University of Tennessee, Knoxville campus, 4-H members will discover the world of electricity by participating in various camp learning centers. These learning centers will be taught on Wednesday and Thursday morning, July 8 and 9, from 8:00 a.m. to 11:55 a.m. These learning centers provide “hands-on” activities where 4-H’ers “learn by doing.” This year’s learning centers feature:

Trouble Light – This learning center will teach you some of the basic wiring techniques that are used by electricians every day. You will have the opportunity to demonstrate what you have learned by wiring up a trouble light which you can take with you to use in your home.

Home Energy Conservation – We use electricity to light our home, cook our food, play music, and operate televisions. But as we use more electricity in our homes, our electric bills rise. In this activity, you will learn how conserving electricity in your home not only helps to lower your electric bill, but also helps to conserve our environment.

STEM Learning Center – So what is STEM? This learning center will increase your knowledge of Science, Technology, Engineering and Math (STEM) principles such as electricity, energy conservation, alternative energy sources, electronics, computer applications, robotics, electrical safety, engineering, and other basic sciences through “hands-on” learning activities.

Electric Vehicles – Campers will learn about batteries, DC current, and how DC current is used to propel electric vehicles. You will also demonstrate your driving skills by maneuvering an electric golf cart through an obstacle course.

Solar Energy – Renewable energy resources reduce the use of fossil fuels and negative impacts on our environment. In this activity, you will learn about how you can use the sun to power things that you use every day. Join us as you discover all about solar energy.

Electrical Safety – Electric power does a tremendous amount of work for us; but, because it is such a powerful force, we must be careful around it. This learning center will teach you how to play it safe around high voltage power lines.

The 4-H Electric Camp is a joint venture of The University of Tennessee Extension; Tennessee Electric Cooperative Association and Tennessee’s electric cooperatives; Tennessee Municipal Electric Power Association and its statewide municipal power systems; and TVA.

Electric co-ops serve some of the most rugged, remote terrain in the country, covering more than 70 percent of the nation’s landmass, which means we have learned how to restore power in incredibly difficult circumstances. Now, we’re restoring power even faster. Collectively, electric co-ops have reduced the average time without power their consumer-members experience from 142 minutes in 2011 to 105 minutes in 2013 – a 26 percent decline.

Restoring power is a difficult job and must be done safely and strategically. When the lights go out, Tennessee’s electric co-ops must first assess all damage. Power is always safely restored to the greatest number of members in the shortest amount of time possible. Let’s take a look at the power restoration process.

Repair high-voltage transmission lines

Transmission towers and lines deliver high-voltage power from the Tennessee Valley Authority to local substations, which send power to thousands of consumer-members. If these towers or lines are damaged during a powerful storm or natural disaster, they must be repaired before other parts of the system can operate.

Inspect distribution substation

Distribution substations receive high-voltage power from transmission lines then disperse the power at a lower voltage to the co-op’s main distribution lines. Depending on your electric co-op’s service territory, distribution substations can serve either hundreds or thousands of members. When a major power outage occurs, the co-op’s line crews inspect the substation to determine if the problem stemmed from the transmission lines feeding into the substation, the substation itself or if the problem is further down the line.

Check main distribution lines

If the problem cannot be isolated at a distribution substation, the main distribution lines are checked next. These are the lines you’re most likely familiar with. Distribution lines carry power to large groups of members in your electric co-op’s service territory.

Examine supply and service lines

If local outages persist, supply lines, also known as tap lines, are examined next. These lines deliver power to transformers that are either mounted on poles or placed on pads for underground service. Supply lines can be found outside of homes, businesses and schools. Occasionally, damage will occur on the lines between the nearest transformer and your home. Has your neighbor ever had power when you were left in the dark? This means damage occurred on the service line closest to your home. When the problem is on the service line, it may take line crews additional time to restore power. Remember, power is restored to the greatest number of members in the shortest amount of time possible.

As you can see, restoring power after a major outage is a big job and involves much more than simply flipping a switch or removing a tree from a damaged line. In the event of an outage, your local line crews will restore power as quickly and safely as possible.

Summer is in full swing, and that means it is time for fun in the sun! As you find yourself spending more time outdoors, Tennessee’s electric cooperatives remind you to stay safe.

Planning a home improvement project? When working outdoors, you may be using tools, such as ladders, power tools, shovels – or even paintbrushes with extendable arms. These items help you get the job done but have the potential to be dangerous if used improperly.

Pay attention to where you place metal ladders or dig for fence posts. Before you start any project, always look up and avoid overhead power lines. Keep a minimum of 10 feet between you and overhead lines.

If you are planning a project that requires digging, remember to dial “811” first to find out if the area you will be working in is clear of underground power lines. Power tools should be kept away from wet surfaces, and outlets should not be overloaded.

Exploring the great outdoors is a great way to spend time with the family, but keep these safety tips in mind.

Children should never climb trees near power lines – always assume a wire is live. Fly kites and remote controlled-airplanes in large open areas like a park or a field, safely away from trees and overhead power lines.

Planning to take a dip in the pool? Electrical devices, such as stereos, should be kept at least 10 feet away from water sources, and outdoor electrical outlets should always be covered. If you hear a rumble of thunder, exit the pool right away.

Speaking of thunder, summer storms can be dangerous if you’re caught in the wrong place at the wrong time. If you find yourself outdoors during a storm, move toward suitable shelter with covered sides, and stick to low-lying ground if possible.

These are just a few tips to remember when you are spending time outdoors this summer with your family. Have some fun out there, and always keep safety in mind!

WASHINGTON, D.C. – David Callis, executive vice president and general manager of the Tennessee Electric Cooperative Association, presented today during the Department of Energy’s Clear Path III, a hurricane preparedness and response event and exercise for the energy sector.

Tennessee’s electric cooperatives routinely provide assistance to neighboring co-ops in Tennessee and surrounding states following natural disasters. “Cooperation is one of the founding principles of electric cooperatives. It is what makes us different from other utilities,” says Callis. “In the hours and days following a natural disaster, we have a responsibility to act with purpose to restore service to our member-owners. It only makes sense to coordinate our efforts and resources to speed the process.”

Deputy Secretary of Energy Elizabeth Sherwood-Randall invited Callis to discuss the electric cooperative mutual aid process as part of a series of information briefs during the event. The objective of Clear Path III is to assess government and industry’s plans, policies and procedures at all levels to identify and improve response efforts.

Working on electric lines has always been serious business, but in the early years of the 20th century, it could be downright scary. A lack of standards and safety protocols led to far too many injuries and fatalities.

Something had to be done. In August 1914—the same month World War I began in Europe—the U.S. government’s National Bureau of Standards, under the direction of Congress, established the National Electrical Safety Code.

A century later, in a very different world, the code still plays a critical role in electrical system safety with standards that have been widely adopted across the United States and even abroad. But as it celebrates its 100th birthday, the NESC, as it’s known in the industry, is in a process of revision aimed at the future.

“The NESC committee is taking a serious look at what the next hundred years need to be,” says Sue Vogel, who has the responsibility for the code as a senior manager at the Institute for Electrical and Electronics Engineers (IEEE) Standards Association.

Electric co-ops have a big stake in that process.

“Our members expect our systems to be reliable, cost effective and as safe as they can be, and going by the NESC is one of the best ways to make sure all that is happening,” says Robert Harris, engineering principal at the National Rural Electric Cooperative Association and a member of the NESC main committee that oversees the code.

NESC’s history

In the beginning, NESC standards principally dealt with worker safety, but they have since expanded to include the installation, operation and maintenance of overhead and underground lines, substations, grounding and communications equipment.

The standards mean that linemen or other workers are less likely to face unpleasant surprises when working on parts of a system they haven’t seen before. Establishing standards was vitally important in the early days of electricity, when electrical systems were isolated and varied significantly in construction.

But Harris says they remain relevant today, particularly when co-ops or other power suppliers send employees to help with disasters or emergency situations.

“It means they’re not going to be getting into something that’s completely foreign to them,” he says.

Tomorrow’s code

The NESC Main Committee, which has authority for approving the NESC, adopts revisions every five years to keep it up to date. Revisions currently under consideration will go into effect in the 2017 edition of the code.

Mike Hyland, chair of the NESC executive committee, says the process is based on consensus, and the committee invites comments from anyone in the industry with an interest in the code.

“An engineer, a lineman, meter readers, construction folks, consultants – they should all be active in this debate,” says Hyland, a senior vice president at the American Public Power Association, the trade organization for the nation’s municipal electric utility systems.

One proposed revision includes better defining where communications equipment and other equipment, such as photovoltaic panels, can be placed on poles, and aligning NESC’s work rules with new Occupational Safety and Health Administration (OSHA) requirements that were published in April 2014.

A broader debate

All these matters have been addressed in the revisions. But there is also a broader debate underway about the future of the NESC. The question is whether the code should largely remain focused on the areas it has covered for decades or whether it should expand to take into account the rapidly changing face of the power industry.

“The electrical system is being asked to do things that it wasn’t asked to do back then,” Hyland says. “We didn’t have wind farms. We didn’t have rooftop solar. We didn’t have community solar. We didn’t have this overlay called the ‘smart grid system.’ Electric utilities are having to adapt and plan for all these changes going forward.”

If the NESC doesn’t expand to include some of these new technologies in its standards, some committee members worry it will lose its relevancy.

For example, the code so far has not really dealt much with distributed generation and renewable energy. But Harris says a representative from a company involved in large-scale solar generation joined the NESC committee last year, and an NESC member has attended solar industry events to make sure the committee is staying abreast of issues in that area.

With today’s pace of change, Hyland thinks it may be necessary to consider revising the code more often than every five years, possibly updating some sections every two years or so. He points out that the National Electrical Code, which is administered by the National Fire Protection Association and applies to in-home wiring, is updated every three years.

“Things get done very quickly in today’s world,” Hyland says. “We can’t sit back and say, ‘I had a great idea; I’ll put it in the next cycle, and maybe it’ll get into the code in 2022.’ That’s not going to fly, especially with the younger generation in the industry.”

He thinks the future may include developing apps or other digital systems to allow users to more easily access relevant parts of the code. The NESC is already used as a reference in about 100 countries, but Hyland believes expanding its use in other parts of the world could help bring standardized, safe power delivery to countries where that is still a challenge.

Protecting people

When you look at the history of the code in the U.S., its record of bringing safer practices to the industry is clear, Vogel says.

“If you go back to when the code was started, it was actually pretty graphic in that the editions listed what the deaths were and where,” she says. “There was a real need to put in safety rules to keep people from being killed.”

Harris believes the code also may have played a role in the spread of electrification across the nation. “There would have been a lot more injuries and fatalities and a lot more property damage without the NESC. Both workers and the public would have been at greater risk,” he says. “If people had had the perception that electricity is just too dangerous, that may well have put the brakes on electrification across the country.”

From the 1940s to the 1970s, the code underwent relatively few significant changes, Harris says, reflecting an industry that continued to operate much as it had for several decades. The changes have been more frequent since the industry began a period of change.

With all that, Vogel says there are some things about the NESC that haven’t changed. “Everybody who works on the code is very conscious of it being about protecting people and being a safety code,” she says. “That’s the theme that was there in the beginning, and that still exists to this day.”
